Basic information about the price list

The price list includes information about

  • the properties’ waste management service fees, size of the waste containers and collection frequencies;
  • fees for emptying septic tanks and cesspools;
  • prices of waste delivered to the Sortti Stations for private and corporate customers as well as renting a trailer for waste transport. The price list for Sortti Station and Sortti Mini Station reception fees for private customers is used for household customers and the price list for Sortti Station reception fees for corporate and institutional customers is used for other customers;
  • the Sortti pick-up service for large items and its prices;
  • treatment fees of waste received at the Ämmässuo eco-industrial centre;
  • fees for hazardous waste.

HSY calculates the prices shown on both the price list and the invoices free of tax using four decimal places. The prices shown on the price list including value-added tax are rounded to two decimal places according to common rounding rules. The annual fee for emptying waste containers is calculated according to the number of times they are emptied in a year (52 weeks).

The prices will enter into force on 1 January 2025.

The waste fees include all costs of organising and implementing waste management in accordance with the Waste Act, consisting of the collection, transport and treatment of waste as well as information provision, advice and administration. The waste fee is also used to cover the decommissioning and after-care of landfills as well as the long-term investments related to the construction of the infrastructure needed to fulfil the waste management obligation.

Waste container collection fees on properties

Which waste has to be sorted on the property?

The waste management regulations of the Helsinki Metropolitan Area and Kirkkonummi define which waste the property has to sort and collect as well as the kind of containers to be used for this purpose.

In residential properties, the sorting obligation is defined by the number of apartments. In other properties, the defining factor is the amount of generated waste. We recommend actively monitoring the generation of waste on the property. Active sorting and monitoring of the amount of waste support cost-effective waste management and reduce unnecessary refuse truck traffic.

Rental waste containers

The choice of the appropriate number of waste containers and the collection frequency depend on the property’s size, resident structure and number of waste collection points. We recommend actively monitoring the generation of waste on the property. Active sorting and monitoring of the amount of waste support cost-effective waste management and reduce unnecessary refuse truck traffic.

We deliver manually movable waste containers of 140–800 litres to the property when the property joins HSY’s waste management as a new customer, orders more waste containers or changes the size of the waste container. The delivery time is seven weekdays and the delivery is free of charge. We charge separately for express delivery, replacement of a dirty container for a clean one as well as unnecessary transports, for example, when the customer has failed to cancel an order.

Manually movable waste containers owned by the property owner and in use on properties will be replaced with waste containers owned by HSY when they become unsuitable for use due to their poor condition or if the waste container does not meet the conditions defined for collection equipment in the waste management regulations. Using uniform waste containers improves the occupational safety of refuse truck drivers and makes collection smoother. The conditions defined for waste containers are available in the waste management regulations of the Helsinki Metropolitan Area and Kirkkonummi.

Larger, built-in deep containers and containers installed on the ground surface are sold and rented by private companies. However, collection is carried out by HSY.

Moving distance of the waste container to the refuse truck

Waste containers must always be placed in accordance with the waste management regulations, primarily so that the moving distance of the waste container to the refuse truck does not exceed 10 metres. If, due to the conditions prevailing on the property, a waste container has to be placed such that the maximum distance allowed in the waste management regulations is exceeded, we will charge a moving fee for moving the container. HSY has the right to decide on the use of a moving fee.

Express delivery of waste containers within 1–2 weekdays

We deliver the waste containers to the property free of charge within seven weekdays; we charge separately for express delivery. We always charge an express delivery fee for container deliveries and pick-ups at temporary waste points if the temporary nature is due to the property’s own activities. Such activities include, for example, maintenance and defrosting of deep containers, pest control of rats or renovations of the property.

Damaged or lost waste containers

We replace rental containers that have been worn out or broken in use free of charge. We charge a fee for the replacement of burned or otherwise damaged or lost waste containers.

Other waste container fees

The rental fee includes rinsing of the waste container 1–2 times a year depending on the type of waste. If the waste container becomes very dirty before its annual rinsing, you can order a replacement for a clean container subject to a charge from our customer service. Multi-compartment containers for packages are not suitable for mechanical rinsing; only a replacement subject to a charge can be ordered.

A replacement and transport fee is also charged, for example, in situations where a waste container needs to be replaced due to overfilling or where the customer has failed to cancel the container delivery order.

Padlocks to be ordered separately for waste containers are primarily intended for downtown Helsinki, not detached housing areas. The padlocks are a discretionary service whose implementation must be negotiated with HSY.

*Please note that it is not possible to put a lining sack in the ventilated biowaste containers used in small properties due to their technical structure. However, it is important to remember to pack the biowaste well.

Mixed waste

  • Every residential property must have a collection service for mixed waste.
  • The property can have its own service or a shared use agreement with another property.
  • The collection fee consists of a transport and treatment fee. The annual fee is calculated according to the number of times the waste containers are emptied in a year.
  • We charge the container rental fee separately.
  • We deliver a rental container from HSY for all new collection services.
  • When the service life of manually movable waste containers owned by the property comes to an end, they must be replaced with rental containers from HSY.

Biowaste

According to the waste management regulations, all residential properties (with the exception of holiday homes) must sort biowaste separately from mixed waste. You can order a biowaste container and collection for the property from HSY, or alternatively, you can compost the biowaste on the property using the property’s own composter intended for this purpose. It is also possible to share a biowaste container or composter with your neighbours. Composting of food waste on the property must be reported to HSY’s compost register.   • The biowaste container collection fee consists of a transport and treatment fee and the container rental fee.
  • The annual fee is calculated according to the number of times the waste containers are emptied in a year. If the property composts biowaste for part of the year and the biowaste container is not in use, we will charge for collections only for the period it is in use.
  • It is possible to order a lining sack for closed biowaste containers subject to a separate charge. We always replace the lining sack in connection with collection. Lining sacks are not suitable for ventilated biowaste containers used in detached houses because they prevent ventilation.
  • Our collection services also include institutional biowaste and liquid biowaste containers.


Our recommendations by property type

For 1–8 residents, we will deliver a ventilated biowaste container of 140 litres in which biowaste can be stored for longer. If there are more people generating waste, we will deliver a closed biowaste container of 140 or 240 litres according to the customer’s choice. We recommend the following collection frequencies:

  • For a property with 1–8 residents, the container is emptied every four weeks.
  • For a property with 9–16 residents, the container is emptied every two weeks.
  • For a property with more than 16 residents, the container is emptied once a week.

You can change the emptying interval as needed; this change is free of charge.

Biowaste containers

The emptying of a deep container includes the installation of a lining sack if it is technically possible to install the sack in the container.

Institutional kitchen biowaste

Biowaste generated in institutions is heavier than biowaste generated in households.140-litre biowaste containers are used for institutional kitchen biowaste. The rental fee of the biowaste container is included in the collection fee.

Carton packages and cardboard

Every residential property with five or more apartments must have collection for carton packages. For other residential properties, collection is voluntary. Cardboard can also be sorted into carton collection. In properties with 5–9 apartments, you can collect carton packages in a multi-compartment container for packaging.

We no longer sign new contracts concerning cardboard collection; cardboard waste can be sorted into the same collection as carton. The collection fee consists of a transport fee. The annual fee is calculated according to the number of times the waste containers are emptied in a year.

  • The container rental fee is charged separately.
  • We deliver a rental container from HSY for all new collection services.
  • When the service life of waste containers owned by the property comes to an end, they must be replaced with rental containers from HSY.

The collection fee consists of a transport fee. The annual fee is calculated according to the number of times the waste containers are emptied in a year.

  • When the service life of waste containers owned by the property comes to an end, they must be replaced with rental containers from HSY.

Glass packages and small metal items

Every residential property with five or more apartments must have collection for glass packages and small metal items. For other properties, collection is voluntary. In properties with 5–9 apartments, you can also collect glass and metal in a multi-compartment container for packaging.

Collection services for glass packaging and metal containers

The collection fee consists of a transport and container rental fee.

  • The container rental fee is included in the collection fee.
  • We deliver a rental container from HSY for all new collection services.
  • When the service life of waste containers owned by the property comes to an end, they must be replaced with rental containers from HSY.

Excess waste outside the container

Excess waste is waste that is placed outside the container. Waste packed in a plastic sack is treated as mixed waste. Excess waste should be placed immediately next to the waste container. All material immediately next to the waste container is treated as excess waste.

Collection

  • We can accept one cubic metre, or five 200 liter refuse sacks, of excess waste at a time.
  • One sack should weigh no more than 15 kilograms. For larger amounts, collection must be agreed on separately with our customer service.
  • The minimum invoicing amount is 0.1 m3 (100 litres).

We collect Christmas trees free of charge when they are placed in a visible location in the immediate vicinity of the property’s waste collection point.

Fixed-term collection and interruptions

Holiday homes

You may arrange to have the waste container or containers of your summer home, for example, emptied only during a specific period of time. During the summer holiday season (weeks 18 to 40), the waste containers of holiday homes that are only used in summer time must be emptied at the interval referred to in the waste management regulations. Please note that the collection of mixed waste every 8 weeks or every 16 weeks requires the sorting of biowaste into either a biowaste container or a compostor.

Permanent residences

If your property has a year-round waste management service and the property is unused for at least one week, waste collection can be interrupted for a specified period of time. The interruption always applies to all types of waste. Please submit a notification to HSY no later than one week before the planned start of the interruption. If the interruption is longer than a year or there are more than two consecutive interruptions, an application for an exception to waste management regulations must be submitted.

If you live on a property where biowaste is composted only during part of the year, you must order a HSY biowaste container and collection for the period when biowaste is not composted.

Fees for emptying septic tanks and closed tanks

HSY manages the emptying of septic tanks and cesspools (sludge tanks) and the transport of sludge from residential properties in the Helsinki Metropolitan Area and Kirkkonummi. Our services for small sewage treatment plants only cover emptying. Other service work must be ordered directly from a private sewer maintenance company.

The collection fee consists of a transport and treatment fee. The treatment fee is determined by the sludge volume of the tank. The transport fee depends on the type of order you choose and the urgency of the emptying request.

Regular emptying

The tanks are automatically emptied according to the emptying plan as agreed with the customer on weekdays from 6 a.m. to 10 p.m. The weekday and exact time of each emptying will be determined by the driver’s emptying schedule in the area. Changes to regular emptying must be made by Tuesday of the week preceding the emptying.

Emptying on request

Emptying on request is a one-time emptying service requested specifically by the customer. We will carry out the emptying on a weekday between 6:00 am and 10:00 pm within the next four working days of processing the order. The weekday and exact time will be determined by the driver’s emptying schedule in the area. The service must be ordered at least four weekdays before the desired emptying.

Prices for extra work

The emptying service includes pulling the hose for 40 metres. A fee for extra work is charged for the distance exceeding that. The hose pulling distance is measured from the suction truck to the bottom of the tank. Separate agreement is required if the hose is to be pulled for more than 70 metres.

Moving the sludge truck from one well point system to another per move on the same property. At this price, the move can be a maximum of 0.5 kilometres.

A fee for extra work is charged if emptying is slowed down due to reasons attributable to the customer or the conditions at the property, such as a frozen well cover or drain pipe, other vehicles having to be moved from the emptying route or large differences in altitude on the property. The minimum charge is 0.5 hours.

Visit without emptying

We charge for visits where emptying is not possible due to reasons attributable to the customer. For example:

  • Snow has not been removed or ground grit has not been applied at the property.
  • A vehicle on the property is blocking the way and prevents emptying.
  • The collection route has been locked with something other than an HSY key.
  • The tank is not found.
  • The well cover does not open, for example, because it is frozen or locked.

Sortti pick-up service for large items

Order the Sortti pick-up service to pick up items that are not covered by the regular waste management service of the property due to their quality or large size. We will pick up, for example, household appliances, furniture and garden furniture, but also empty gas cylinders and gas-powered equipment. Please note that we do not pick up hazardous waste. The service is intended for private individuals and housing cooperatives.

Debit and credit cards (Visa, Mastercard) are accepted as means of payment. One pick-up covers a maximum of nine items. The size, weight and number of the parts to be carried determine the final price and how many items are included in one pick-up.

If you have ordered a waste management service for your detached house, we can add the price of the pick-up to your waste management invoice. A pick-up ordered by the property manager can be added to the waste management invoice of the housing company.

eSortti.fi – Make your visit to a Sortti Station faster

  1. Declare the waste you are delivering and, if necessary, pay for it in advance. You can also use the service just to estimate the price of your waste load.
  2. Enter your car’s registration number in the web service; your car will then be recognised at the gate of the Sortti Station and it will open automatically. Alternatively, the gate can be opened using the QR code you received.
  3. Unload your waste in the correct collection points at the station. If necessary, ask our staff for advice.

Waste free of charge and liable to a charge

For information on waste liable to a charge or free of charge, see the table below. Sorting instructions are provided in connection with the types of waste. ‘Private customers’ means ‘household customers’.

  • We charge for individual items, such as an armchair, spring mattress or sofa, according to volume.
  • You can pay at eSortti.fi, with the most common payment cards or by invoice, either as self-service or at the service desk. We do not accept cash.
  • How much will your waste load cost? You can enter the details of the waste you are taking to a Sortti Station in our eSortti.fi web service. You will be informed about the costs and you can also pay the invoice in advance.

Please note that Sortti Stations cannot be accessed with lorries or combination vehicles that are more than two metres wide or more than 10 metres long. Such loads should be transported to the Ämmässuo eco-industrial centre.

The Sort­ti Sta­tions in the Hel­sin­ki Met­ro­po­li­tan Area and Kirk­ko­num­mi are was­te recycling sta­tions.

When you bring your old furniture, garden and renovation waste as well as scrap metal to our Sortti Stations, they will be processed and recycled into materials or energy. Our goal is to have an even larger amount of waste materials recycled into raw materials for new products. Materials with no existing recycling solutions can be used to generate heat and electricity.

Renting a Sortti trailer for waste transport

Private customers can rent a trailer from a Sortti Station for transporting waste to the station. One rental period is three hours. The trailer cannot be used for transporting the topsoil sold at the Sortti Stations. Waste reception is subject to a fee according to our price list.

HSY charges the actual costs incurred due to asbestos waste delivered to the Sortti Stations and sorted in violation of the instructions. The costs consist of cleaning and packaging, transportation and the landfill fee. The costs are also affected by the amount and quality of the waste. If necessary, the work is outsourced to an asbestos contractor.

Garden waste and brushwood

Sortti Stations have separate collection points for brushwood and tree trunks, raking waste as well as apples. Separate them from each other in the load. Other fruits and leftover berries can also be placed in the collection containers for apples. Please note that if the size of the garden waste load exceeds 5 m3, the price is charged for each starting five cubic meters.

Garden waste containing invasive species must be packed before delivery. It is sorted as mixed waste.

Visit the Sortti Mini Station in Koivukylä, Vantaa to drop off household items and pieces of furniture that are not suitable for reuse by the Reuse Centre. The size of the load and the amount of waste you can drop off is limited because the station has smaller facilities than the regular Sortti Stations. The services of the Sortti Mini Station are meant for households. See details, location and opening hours.

The accepted payment methods are eSortti.fi advance payment, payment cards or an invoice when using your Sortti card.

Waste free of charge

We do not charge a fee for scrap metal that has been sorted separately.

Drop off electric and electronic waste and hazardous household waste at the Reuse Centre’s reception point. There is also a Rinki ecopoint for packaging waste in the yard area of the Reuse Centre.

Plastic packaging is collected separately free of charge at Rinki ecopoints. Plastic packaging waste can also be placed in the plastic collection at the Sortti Station, but the fee is the same as for other plastic.

For safety reasons, asbestos is accepted only at the Ämmässuo eco-industrial centre: Small quantities at the Ämmässuo Sortti Station and truck loads and large pieces at the Ämmässuo eco-industrial centre. We charge the actual costs incurred due to asbestos waste delivered to the Sortti Stations and sorted in violation of the instructions. The costs consist of cleaning and packaging, transportation and the landfill fee. The costs are also affected by the amount and quality of the waste. If necessary, the work is outsourced to an asbestos contractor.

Sortti Station reception fees for corporate and institutional customers (TSV customers)

A company/corporation may deliver waste loads to the Sortti Station if

  • it has a secondary waste management service (TSV) agreement with HSY; or
  • it has submitted a secondary waste management service (TSV) request to HSY via the Materiaalitori.fi; or
  • it has a need for waste management services due to unforeseen urgency; or
  • its annual need for a secondary waste management service (TSV) is less than €2,000 (VAT 0%) in value.

What is TSV? The abbreviation stands for a municipality’s secondary waste management service. More information on our website: HSY’s waste management services for companies and corporations

  • We charge for individual items, such as an armchair, spring mattress or sofa, according to volume. Sorting instructions are provided in connection with the types of waste.
  • We do not accept cash. You can pay at eSortti.fi, with the most common payment cards or by invoice, either as self-service or at the service desk.
  • Please note that Sortti Stations cannot be accessed with lorries or combination vehicles that are more than two metres wide or more than 10 metres long. Such loads should be transported to the Ämmässuo eco-industrial centre.
  • We accept commercial hazardous waste at the Kivikko Hazardous Waste Reception Station. See prices.
  • If there is a lot of electrical scrap or the equipment is large in size, the waste load must be delivered to a WEEE producer association’s collection point intended for companies. They also offer reception free of charge.

The Sort­ti Sta­tions in the Hel­sin­ki Met­ro­po­li­tan Area and Kirk­ko­num­mi are was­te recycling sta­tions.

When you bring your old furniture, garden and renovation waste as well as scrap metal to our Sortti Stations, they will be processed and recycled into materials or energy. Our goal is to have an even larger amount of waste materials recycled into raw materials for new products. Materials with no existing recycling solutions can be used to generate heat and electricity.

Garden waste and brushwood

Sortti Stations have separate collection points for brushwood and tree trunks, raking waste as well as apples. Separate them from each other in the load. Other fruits and leftover berries can also be placed in the collection containers for apples.

Please note that if the size of the garden waste load exceeds 5 m3, the price is charged for each starting five cubic meters.

Garden waste containing invasive species must be packed before delivery. It is sorted as mixed waste.

  • Separate from other garden waste. Remove any plastic bags before placing in the collection container at the Sortti Station. Accepted only in the autumn.

Hazar­dous was­te

Hazardous waste (formerly problem waste) includes materials and items that have been removed from use and that pose a particular threat to or harm people’s health or the environment.

It is extremely important to not place hazardous waste in mixed waste or in the sewer; all hazardous waste must be delivered to the appropriate collection point.

Household hazardous waste

Hazardous waste delivered by households is accepted free of charge, with the following exceptions:

  • Construction  and demolition waste containing hazardous waste is subject to a charge also for households. See the Commercial hazardous waste section of the price list.
  • Asbestos and pressure-treated wood are subject to a charge, see the Sortti Stations for private customers section of the price list.

Commercial hazardous waste

We charge a fee for commercial hazardous waste based on total weight. The total weight includes the IBC container, barrel or pallet used to store the waste. We also charge a separate treatment fee for IBCs.

Kivikko Hazardous Waste Reception Station, Kivikonlaita 5, Helsinki, opening hours Mon–Fri from 7 a.m. to 4 p.m.

We accept a maximum of 800 kg of each type of hazardous waste, except

  • a maximum of 50 kg of waste oil and fluorescent tubes/lamps;
  • up to five gas cylinders or 25 litres per customer; and
  • lead-acid batteries are accepted without restriction.

Corporate customers are required to provide a Waste Transportation Document, as specified in the Waste Act, for any hazardous waste brought to the Kivikko Hazardous Waste Reception Station.

We collect a fee from companies, institutions and similar corporations as stated below.

Ämmässuo eco-industrial centre prices

Waste loads transported by lorries or other large vehicle are accepted at the Ämmässuo eco-industrial centre in Espoo. The treatment fee is determined by

  • the weight of waste load;
  • the type of waste; and
  • the quality of the type of waste.

The load is assessed at the reception. If a load includes several different types of waste, the fee is determined based on the most expensive type of waste. A weighing fee is also charged for the load.

The customer (the producer and the holder of the waste) must be aware of the quality, characteristics and origin of the waste in their possession as well as its suitability for landfill. This information is provided upon delivery. An electronic Waste Transportation Document is required for certain types of waste in accordance with the current legislation.

We will charge the customer for any additional costs incurred from waste being directed to incorrect treatment as a result of missing or inadequately filled documentation, such as a missing Waste Transportation Document or incorrect waste type declaration.

Fees per waste type

Final-disposal waste must be suitable for an ordinary waste landfill (a landfillability statement, when necessary).

The HSY eco-in­dustrial cent­re loca­ted in Ämmäs­suo, Es­poo is a mo­dern touch­point of was­te ma­na­ge­ment and circu­lar eco­no­my.

Spanning about 200 hectares, the area offers services such as treatment of biowaste into biogas and compost, treatment and utilisation of ash and slag from the waste-to-energy plant, collection and utilisation of landfill gas as well as sorting of various waste loads and delivering the materials for reuse.

Prices of archipelago waste management services

We are cooperating with Stara in waste collection services in the archipelago. The collection service by sea in the archipelago serves restaurants, holidaymakers and recreational associations located in the archipelago, among others.

Stara manages any waste transport by sea for archipelago properties in the Helsinki and Espoo region as well as the customer service of waste management services for archipelago properties. For the present, the service does not cover Kirkkonummi.

Stara delivers manually movable waste containers of 140–800 litres to the property when the property joins HSY’s waste management as a new customer, orders more waste containers or changes the size of the waste container. The delivery time is seven weekdays and the delivery is free of charge. We charge separately for express delivery, replacement of a dirty container for a clean one as well as unnecessary transports, for example, when the customer has failed to cancel an order.

Annual fee of a regional mixed waste collection point

If the property cannot be reached by refuse truck, the property owner can apply for the annual fee for HSY’s mixed waste collection point by contacting the HSY customer service. The regional mixed waste collection points are located

  • in Porkkala and Långvik in Kirkkonummi; and
  • at all of our Sortti Stations.

The regional mixed waste collection points are intended for the daily mixed waste generated by households. An amount of no more than 660 litres of mixed household waste can be brought in during one visit to the Sortti Station with the annual fee card.

Appendix: HSY’s waste tariff as of 1 January 2025

Section 1 Scope of application and criteria for the waste tariff

This waste tariff is applied to the waste management organised by the Helsinki Region Environmental Services Authority, hereinafter referred to as HSY, in the area of Espoo, Helsinki, Kauniainen, Kirkkonummi and Vantaa. This tariff is applied to waste management services for waste that falls under HSY’s organisation responsibility in accordance with Sections 32 and 32a of the Waste Act (646/2011) and waste that falls under HSY’s secondary responsibility in accordance with Section 33 of the Waste Act. In this tariff, the waste fees for waste management services that fall under HSY’s secondary responsibility are presented in connection with the waste fees for waste management services that fall under HSY’s organisation responsibility.

The waste management organised by HSY is also subject to the waste management regulations of the Helsinki Metropolitan Area and Kirkkonummi. Waste management regulations of the Helsinki Metropolitan Area and Kirkkonummi

The property holder or other waste holder whose waste management or waste treatment service is organised by HSY is obliged to pay the waste fee pursuant to the waste tariff.

HSY imposes and charges the waste fees in accordance with this waste tariff. The waste fees pursuant to the waste tariff include all costs of organising and implementing waste management in accordance with the Waste Act, consisting of the collection, transport and treatment of waste as well as information provision, advice and administration. The waste fee is also used to cover the decommissioning and after-care of landfills as well as the long-term investments related to the construction of the infrastructure needed to fulfil the waste management obligation.

Pursuant to the Waste Act (646/2011), the waste fees shall correspond to the service level provided by HSY, provide an incentive to reduce the quantity and harmfulness of waste and, as far as possible, provide an incentive to implement waste management in accordance with the order of priority. The purpose of the waste fees is to be equal and reasonable in relation to the service level, such that HSY’s different customers, customer groups or different regions in the operating area are not unjustifiably put in different positions from each other.

Customers who have ordered collection services for glass, carton, plastic and metal packaging containers shall be retroactively reimbursed, by type of waste, for the producer responsibility compensation disbursed by packaging producers between 1 July 2023 and 31 December 2024. The reimbursement shall be paid to those who, on 30 September 2025, are customers of glass, carton, plastic or metal packaging waste collection from residential properties. The reimbursement is determined based on the number of times collection was carried out between 1 July 2023 and 31 December 2024 as well as the number and size of the waste containers. No reimbursement shall be paid to the property customers of the municipality’s administrative and service activities or to secondary waste management service customers.

Section 2 Payment of the waste fee and lodging a complaint against the waste fee

The waste invoice shall be paid no later than on the due date. If the waste fee is not paid within the specified time, interest shall be paid on the amount overdue as provided in the Interest Act (633/1982) concerning interest on late payment.

Notwithstanding any request for review, the waste fee shall be paid no later than on the due date given on the waste invoice, request for payment or on any new bill sent due to a complaint.

A fee of EUR 5 shall be charged for sending a request for payment.

The party obliged to pay the waste fee has the right to lodge a written complaint to HSY within 14 days of receiving the waste invoice. HSY shall make a decision concerning the complaint, rejecting or accepting the complaint in part or in full. If the complaint against the waste fee is lodged within the specified time and the investigation shows that the incorrect waste invoice is based on an error on HSY’s part, HSY shall send a new invoice on the changed fee to the party obliged to pay or reimburse the excess payment on the next invoice.

Waste invoices older than three years cannot be reimbursed as they have expired. HSY is under no obligation to adjust down or eliminate waste fees afterwards if the collection equipment has been emptied in accordance with the invoicing and the property holder has not provided notification of any changes to the waste management service or invoicing.

Written complaints and enquiries shall be sent to HSY at www.hsy.fi/contactus.The complaint must include the invoice number or waste service identifier/contract number.

By virtue of Section 145 of the Waste Act (646/2011), the waste fee is directly enforceable without a court decision. Following one payment reminder, the unpaid invoice shall be sent to the enforcement authorities for collection. HSY has the right to extend the emptying interval of waste containers if the party obliged to pay neglects their obligation to pay the waste fees for more than three months and has not paid the waste fees despite payment reminders.

Section 3 Tariff for services that fall under HSY’s secondary waste management responsibility

The responsibility for organising commercial waste management falls mainly on the waste holder. However, under certain conditions, HSY is responsible for the management of this waste in a secondary capacity. The secondary responsibility pursuant to Section 33 of the Waste Act (646/2011) means that HSY is obliged to provide waste management services to enterprises and other entities if the waste holder so requests due to a lack of other service provision and if the waste is suitable in nature and quantity for transport or treatment in HSY’s waste management system. Waste management services produced based on secondary responsibility are called secondary waste management services.

Pursuant to the Waste Act (646/2011), the waste holder must use the information platform for waste and side streams (so-called Materiaalitori) to establish the lack of other service provision when the value of the required secondary waste management service is at least EUR 2,000 euros (VAT 0%) per year. A company that does not have a valid secondary waste management service agreement with HSY and that anticipates that its annual need for secondary waste management services will exceed EUR 2,000 (VAT 0%) must use the Materiaalitori.fi information platform before entering into an agreement for a secondary waste management service with HSY.

The obligation to use the Materiaalitori.fi platform does not apply to companies with a valid secondary waste management service agreement with HSY, a need for waste management services due to unforeseen urgency, or companies whose annual need for a secondary waste management service is less than EUR 2,000 (VAT 0%) in value. In such cases, the waste holder may request the necessary waste management service directly from HSY.

HSY shall enter into a fixed-term agreement with the waste holder for the secondary waste management service, valid for a maximum of three years. The secondary waste management agreements comply with the specified terms of contract valid at any given time.

The waste management services produced on the basis of HSY’s secondary responsibility are statutory services. HSY charges the waste holder a waste fee under public law pursuant to this tariff for the secondary waste management service. Secondary waste management services comply with waste management regulations.

Section 4 Renting collection equipment from HSY

The rental fee of HSY’s collection equipment is confirmed annually in the waste tariff, or alternatively, the rental fee is included in the collection fee of the collection equipment. HSY shall deliver the rented collection equipment to the property free of charge. The rental fee includes maintenance of the collection equipment. HSY shall replace the collection equipment free of charge if the collection equipment is broken in normal use.

Section 5 Annual fee membership for waste management

The holders of holiday homes and properties occupied year-round that are not accessible by refuse truck can apply to become an annual fee member of HSY’s regional mixed waste collection point. The regional mixed waste collection points are located in Porkkala and Långvik in Kirkkonummi and at all Sortti Stations. Annual fee members of waste management pay the annual fee in line with the valid price list for waste management services. The annual fee is also used to cover the costs of waste advice, HSY’s customer service and guidance, the establishment and maintenance of regional mixed waste reception points, the reception of hazardous waste from households and administrative services.

Regional mixed waste collection points

You can apply for annual fee membership of a regional mixed waste collection point by contacting HSY’s customer service. HSY will send an order confirmation regarding the annual fee membership.

The regional mixed waste collection points are intended for the daily mixed waste generated by households. It is not allowed to dispose of hazardous waste or waste that is not suitable for mixed waste collection due to its large size, exceptional quality or large amount in the mixed waste collection points. Mixed waste collection points at Sortti Stations

Annual fee members who use the mixed waste collection point at Sortti Stations are provided with a separate Sortti card containing the annual fee membership details for transactions at Sortti Stations.

The annual fee card expires automatically when the annual fee membership ends. You can obtain the card from a Sortti Station by presenting your ID. HSY will hand over the card to the person whose information was used to establish the waste services.

The annual fee card does not work with the self-service machines at Sortti Stations. When requested, the person bringing the waste must present their ID for the purpose of checking their right to use the annual fee card.

An amount of no more than 660 litres of mixed household waste can be brought in during one visit to the Sortti Station with the annual fee card. A charge in line with the valid price list will be charged for other waste brought to the Sortti Stations, such as furniture. If the annual fee membership is in the name of a company, the company must designate a person authorised to use the annual fee card in the application. If the company also wants to use other services at Sortti Stations, the corporate customer must conclude a separate agreement for the waste management services of HSY, Sortti Stations and the hazardous waste reception station. Section 6 Shared use of waste containers

Properties located close to each other can make an agreement with HSY on the use of a shared waste container. Properties located close to each other mean properties located in the same block or adjacent blocks in built-up areas, and neighbours or properties organised by means of a village committee, road maintenance association or other similar way in non-built-up areas.

The parties to the shared use agreement are all the properties using the shared waste container and its location. The shared use agreement must include a main contracting party who is the payer of the waste fee. The main contracting party can receive the entire invoice or invoices can be sent to each party according to the agreed percentages. The main contracting party acts as HSY’s contact person for container emptying and maintains the contact information of the waste container users, i.e. the parties to the agreement. Section 7 Additional fees

Waste fee for excess waste (additional waste)

The collection equipment shall be filled in accordance with the waste management regulations of the Helsinki Metropolitan Area and Kirkkonummi such that the waste fits in the collection equipment. If the accumulated waste does not fit in the collection equipment, it is additional waste for which HSY charges an additional fee pursuant to this waste tariff. Waste that has been placed in or in the immediate vicinity of the property’s waste collection point and that is suitable for collection from properties is considered additional waste. The maximum amount of additional waste is 1 cubic metre or 15 kg/sack. The minimum amount invoiced by HSY is a batch of 0.1 cubic metres (100 litres). The waste fees for additional waste are used to cover the costs incurred in addition to the collection fee consisting of a transport and treatment fee.

Additional fees for locations requiring special work

If access to a locked collection point has not been arranged by means of a waste management key used in waste management, or access to the collection point is limited to a certain time of day, an additional fee pursuant to this waste tariff is charged for each pickup.

An additional fee is charged for additional reporting based on the property holder’s request. If the collection equipment has to be moved manually from the property’s waste point to the refuse truck, a waste fee pursuant to this waste tariff is charged for the additional moving distance.

If the sludge truck has to move from one well to another within the property area, a waste fee pursuant to this waste tariff is charged for the additional moving distance.

A waste fee pursuant to this waste tariff is charged for extra work done in connection with sludge emptying if measures that slow down the work need to be taken during the emptying. In this case, the minimum charge is 0.5 hours. If more than 40 m of suction hose is needed, a waste fee pursuant to this tariff is charged for the part in excess.

The additional fees for locations requiring special work are used to cover the costs incurred from the extra work.

Unnecessary visit

If the property’s collection equipment or sludge tanks are empty at the time of pickup or they cannot be emptied for reasons attributable to the property, HSY charges a waste fee pursuant to this waste tariff for the unnecessary visit.

Section 8 Start, suspension and termination of waste management service

Obliged by the Waste Act, properties in residential use, holiday homes and properties that fall under the municipality’s waste management responsibility pursuant to Section 32 of the Waste Act (646/2011) must join the waste management organised by HSY.

HSY will start the property’s waste management service within 14 days of the property holder’s notification of the type and quantity of collection equipment to be used, the collection frequency for the collection equipment and other information necessary for invoicing.

If the property is unoccupied or uninhabitable, the property holder may apply for a suspension of waste management or, in the case of suspensions of more than 12 months, an exemption from the waste management regulations. The application must provide an account of the property being unfit for habitation. The application form is available on HSY’s website: Visma Sign Forms - Online form.

A suspension of more than one year can only be granted for a well-justified reason. According to Section 41 of the waste management regulations of the Helsinki Metropolitan Area and Kirkkonummi, no permanent exemption can be granted from joining organised waste management pursuant to the Waste Act.

The property holder is not obliged to pay the waste fee if the property holder presents to HSY a demolition certificate from the municipality’s building supervision department or if the purpose of use pursuant to the building permit of a building located on the property has been changed such that the building is no longer in residential or leisure-time use.

The holder of a residential property shall notify HSY of the end of the possession of the property and need for services. Termination of waste management services does not relieve the property holder of the obligation to pay the waste fees already incurred.

Section 9 Changes to the content and billing information of waste management service

The property holder shall notify HSY without delay of changes to the content and billing information of the waste management service. The content of the waste management service includes e.g. the quantity, size and ownership of collection equipment, the location and quantity of collection equipment as well as changes regarding locks and driving routes.

If invoicing has taken place incorrectly due to a reason attributable to the property holder, HSY will not amend the invoicing retroactively. The property holder’s right to lodge a complaint against the waste fee to rectify an incorrect waste invoice is stipulated in Section 2 of this waste tariff.

In the event of problems in the provision of the waste management service, the waste holder shall contact HSY’s customer service without delay so that corrective action can be taken.

Section 10 Error in waste management service

The waste holder is entitled to a price reduction if a waste container is not emptied or waste management is not otherwise organised in the manner specified in HSY’s waste management regulations or in an agreement or if some other equivalent error occurs in the waste management service causing verified damage. The waste holder shall within a reasonable time point out the error and submit a request for administrative review to HSY. A price reduction due to an error may be refunded in conjunction with the next invoicing.

Overfilled or broken collection equipment, the road leading to the property’s collection point or collection equipment being impassable or in such poor condition that it may cause damage to the vehicle, or the locks on the route leading to the collection equipment being broken or contrary to the waste management regulations of the Helsinki Metropolitan Area and Kirkkonummi are not considered errors in the waste management service. The waste container not being found on the property, for example, because it has been removed or moved from the emptying location, or due to another reason attributable to the property holder as a result of which HSY has not been able to provide the waste management service in accordance with the waste management regulations of the Helsinki Metropolitan Area and Kirkkonummi is also not considered an error in the waste management service.

If there is damage to the property of the property holder in connection with the emptying of the collection equipment, the property holder must immediately contact HSY to resolve the issue. Neither HSY nor its transport contractors shall be liable for damages caused as a result of the property holder’s actions, such as negligence or carelessness. Neither HSY nor its transport contractors shall be liable for damages for which they are not responsible under the current legislation.

Disputes concerning the waste management service shall be resolved through negotiations and a decision by an office holder. A person dissatisfied with a decision by an office holder has the right to submit a request for administrative review to HSY’s Board of Directors or to appeal to the Helsinki Administrative Court in accordance with the appeal instructions appended to the decision by an office holder.

Other waste management services

Section 11 Other waste fees of the properties

The delivery of waste containers, the emptying of septic tanks and cesspools, the transport of skips as well as the Sortti pick-up services are subject to the waste fees pursuant to this waste tariff.

Section 12 Waste fees at Sortti Stations

HSY charges fees pursuant to this waste tariff for waste delivered to the Sortti Stations.

Section 13 Waste fees for waste delivered to HSY

Fees pursuant to this waste tariff are charged for waste delivered to HSY.

Section 14 Fees for administrative work

A fee pursuant to the waste tariff is charged for sending a payment reminder.

For additional clerical or expert work, HSY charges the hourly rate pursuant to this waste tariff.

The fees for administrative work are based on the additional costs incurred by HSY.

Section 15 Amendment of the waste tariff

This waste tariff may be supplemented or amended as needed. This waste tariff assumes a waste tax of EUR 80.00 per tonne and a general value added tax rate of 25.5%. If there are changes to the said taxes or another similar tax or fee is introduced, the amended tax rate or amount of tax or the new tax or fee shall be applied, from its entry into force, to the waste fees pursuant to this waste tariff.

Section 16 Entry into force of the waste tariff

This waste tariff shall enter into force on 1 January 2025 and it shall apply from the date of entry into force, notwithstanding any request for review. This waste tariff sets aside the waste tariff that was previously in force.
